Mount Horeb Area School District currently offers instruction in English as the primary means to support English Learners acquire the English language. The program model for English Learners and immigrant students follows an “Integrated Mainstream or Co-teaching” model with instances of pull-out for small group instruction and support.
ESL certified staff work with general education classroom staff in various capacities depending on each student’s language and content area needs. As all general education classroom content and curriculum is aligned to state standards, every effort is made for students to receive the general education curriculum with their peers. Therefore, ESL staff work closely with classroom teachers to understand lesson content and then front load academic and content-specific concepts (especially vocabulary) to EL students in small groups. This has been made easier with recent pushes for content and grade level curricular alignment. Also, many purchased curricular resources also offer EL support and resources.
Under Title VI of the Civil Rights Act of 1964 and the Elementary and Secondary Education Act (ESEA) of 1965, and as reauthorized by the Every Student Succeeds Act of 2015 (ESSA) and Wisconsin state statutes, school districts throughout the state are required to identify in a uniform manner and provide services to English learners (ELs). In response, the Mount Horeb Area School District has developed this English Learners Handbook to guide the implementation of the District's English Learner Program.
